Request for Qualifications

The Los Angeles Continuum of Care (LA CoC) invites qualified entities to submit responses to a Request for Qualifications for applicants to serve in one or more of four core administrative roles for the FY 2027 CoC Program cycle: Collaborative Applicant, Homeless Management Information System (HMIS) Lead, Coordinated Entry System (CES) Management Entity, and Point-in-Time (PIT) Count Administrator. The RFQ is intended to provide a transparent, competitive, and documented process for evaluating qualified entities, subject to applicable judicial review and HUD approval.

On September 11, 2026, the LA CoC Board approved the release of the FY 2027 Administrative Lead Entity Functions RFQ. The final RFQ and required application materials are now available below. Prospective applicants should review the RFQ and application materials in full for eligibility requirements, submission instructions, and applicable deadlines.
